Key Personnel
Timothy W. Glass, P.E.
Senior Engineer

Mr. Glass joined LE LLC in 2006 as the new Senior
Engineer. Mr. Glass has multiple roles within the company
including residential and commercial site engineering design,
project management, new business development, internal supervision
and coordination with technical personnel as well as offering
clients construction management services. Mr. Glass was previously
employed by the Easton Utilities Commission as Manager of
the Engineering Department and also was employed by the Town
of Easton in a dual role as Town Engineer. Mr. Glass graduated
from the University of Maryland with a Bachelor of Science
in Civil Engineering. He is also a member of ASCE and a member
of the Easton Rotary Club.
Richard S. Morse, P.E.
Senior Engineer (licensed in Maryland and Pennsylvania)

Mr. Morse has more then 35 years experience
in the fields of Civil and Environmental Engineering. Mr.
Morse has a Bachelor of Science in Civil Engineering and a
Masters of Science in Environmental Engineering from the University
of Vermont. His list of projects for public and private sector
clients include industrial, commercial, governmental, recreational
and residential developments. These projects encompass roads,
grading plans, utility systems and treatment systems. Mr.
Morse’s previous professional career in more than eight states
which makes his knowledge of various jurisdictions invaluable.
Joseph A. Gruber, P.E.
Project Engineer

Mr. Gruber received his Bachelor Degree in Civil Engineering from the University of Illinois. He joined LE LLC in 2004 having been previously employed as a Project Engineer at Easton Utilities while also being employed by the Town of Easton in a dual role as Assistant Town Engineer. Mr. Gruber’s responsibilities related to residential, commercial and mixed use land development projects includes design of roads, water and sewer, stormwater management and sewage pumping stations as well as floodplain analysis and acquisition of permits from environmental and public transportation agencies. Prior to joining LE LLC, Mr. Gruber's work experience included project management, environmental remediation and geotechnical engineering. Mr. Gruber is a Licensed Professional Engineer in the State of Maryland.
Richard "Rick" VanEmburgh, P.E.
Project Engineer

Mr. VanEmburgh is a Registered Professional Engineer who received his Bachelor and Master of Science degrees in Civil Engineering from Bucknell University. Mr. VanEmburgh is an experienced civil engineer and project manager in land development projects including residential subdivision and commercial site design. More specifically, he is responsible for road design, water, sewer, and storm drain layout, stormwater management, grading, erosion and sediment control, floodplain analysis, and working with home builders to develop Lot Site Plans for each Lot in residential subdivisions. Mr. VanEmburgh came to LE LLC in 2000 from Whitman, Requardt, and Associates located in Baltimore, Maryland where he did structural engineering design on highway bridge projects. Mr. VanEmburgh is currently the President of the Talbot Optimist Club
Jefferson Ewell Hubbard, R. Prop. L. S.
Chief of Surveys

Mr. Hubbard has more
then 35 years experience in the Engineering and Surveying
industry. He is a Registered Property Line Surveyor in Maryland
and has extensive knowledge in Boundary and Topographic Surveying, Condominium Plats, Global Positioning Systems (GPS), Construction
stakeout, FEMA Elevation Certificates, LOMA's and the planning and the subdivision process. Tens of Thousands of acres on Maryland's Eastern Shore are preserved due to Jeff's work with conservation groups and Government Agencies. Jeff has managed
Public and Private sector projects in West Virginia, Virginia,
Washington, DC and throughout the State of Maryland. Jeff Serves on the Board of Directors of the Maryland Society of Surveyors, representing the Eastern Shore; Jeff is also the Vice President of the Rotary Club of Cambridge.
M. Stark McLaughlin
Environmental Planner

Mr. McLaughlin came to LE LLC from the State of Maryland
Department of Natural Resources as a Professional Forester (he
is a licensed member of the State of Maryland State Board
of Foresters). Mr. McLaughlin also has his Arborist Certification from
the Mid-Atlantic Chapter of the International Society of Arboriculture.
Mr. McLaughlin has extensive knowledge of the Natural Resources Regulations
and Articles of Maryland State law. He received his Bachelor
of Science in Forest Resources Management from West Virginia
University and his Masters in Education at McDaniel College.
Elizabeth J. Fink
Project Manager

Mrs. Fink received her Bachelor of Science
from Salisbury State University (Cum Laude) and her Master
of Science from the University of Alabama. She has extensive
knowledge of fluvial geomorphology, land use management, watershed
management, hydrology, flood analysis and environmental planning
and zoning. Her duties at LE LLC include Phase I environmental
assessments, pier permits (including special exceptions for
pier length) and project planning.
